Alcohol-related Harm and the Operation of Licensed Premises

This report was commissioned by the Victorian Department of Justice as part of a review of liquor licence fees. In particular, the report investigates: the costs of alcohol-related harm in Victoria and the quantum of costs borne by the Victorian Government; the link between alcohol-related harm and the operation of licensed premises, including if licensees with certain characteristics or operating procedures have an increased risk of contributing to alcohol-related harm; and the different options for attributing costs to licensed premises through a risk-based licensing structure. This report was a key input to the design of the proposed risk-based licensing system in Victoria.
